Thomas F. Oates III. The police talked to a witness, and moments later, Patrolman Francisco Colon Jr., detained Lacy, Still and another person at Chad Brown Street and Radcliffe Avenue. They were brought to the police station for further investigation, Oates said. Abdrakhmanov was taken to Rhode Island Hospital.
